The camera lens placed outside and above the confines of the silo depict the outside world as an uninhabitable wasteland with toxic air that would kill humans if they breathed it. It was the increasing toxic air and subsequent harsh conditions that led to the creation of the underground silo.
As per the rules set by the Silo authorities, if a resident steps out, then they need to send a signal to other residents on whether the outside world is safe to step in or not. This is distinguished by whether the resident is cleaning the camera lens or not cleaning it. If a resident cleans the lens, the outside world is dangerous and unsafe. However, if they do not, then it is safe.
However, it is all just one big deception. The resident who steps out is often tricked into believing that the outside world is safe via virtual images of a clean and beautiful landscape. Thus, they unwittingly end up cleaning the lens, despite claiming they would not, just to prove to the others that the outside world is safe.
Unfortunately, the other residents only get the wrong signal from the cleaner. This is evidenced by the cleaner dying immediately after the ceremony, after succumbing to the toxic air from the outside world, thanks to the faulty seals in their hazmat suits. Thus, the other residents realize that the outside world is not safe.
