US Vice President Grace Penn and the government orchestrated the London bombings in The Diplomat Season 2.

Grace explained that she caused the bombings to prevent Scotland from gaining independence. She added that Russia got their hands on nuclear submarines their technology could not detect and that Scotland needed to house their own missiles, which could detect Russian weapons before any assault even occurred. Moreover, Grace also wanted to prevent Scotland’s independence as she was worried about the US losing its naval and missile base there.

Hal Wyler tried to expose Grace’s role in the London bombings to the US President, only to fail as the President died soon after. Because of this, Grace gets the last laugh and becomes the US President.

Kate decided to become the US Vice President in The Diplomat Season 2.

Kate spent the better part of Season 2 trying to avoid the post. She even believed Grace Penn could retain that position. She also at one point argued with her husband Hal, who she thought wanted her to take the Vice President because they could get more political power. However, she eventually became open to taking the Vice President post, even dressing in blue, much to Grace Penn’s annoyance. Later, while confronting Grace, Kate told her she did not want to be Vice President. However, Grace’s terrible decision-making forced her to take the role.
