Ninja Kamui episode 3 opens with a group of evil ninjas killing a politician and his comrades. The orchestrator behind this assassination is a new, peculiar character who is also available at the location. The character is later involved in a conversation with the boss of the evil ninjas.
The boss assigns the new assassin to kill Joe Higan, an exiled ninja. Another character called the Reaper, Zai, is introduced in the episode, who seems to have the job of killing all exiled ninjas. As such, he effortlessly kills one of such ninjas, indicating that he can greatly threaten Joe Higan.
